  1. Entry:
    Accession Sources (i.e. Service Academies, ROTC Units, Recruiters, and Aviation MTFs) have "Entry" level access to NAACA in order to conduct test cases where data is assessed but not retained, and/or to add a record where data is retained initially and may be added to later. Both allow anthropometric measurement data record printing on OPNAV 3710/37 type form, as well as printing of anthropometric compatibility assessment reports for accession decision making (i.e. inclusion in aviation application to selection board).
  2. Production Management:
    Naval Aviation Training Commands' Student Control and Naval Aviation Production Team, Personnel Management Commands, and Aviation Selection Boards have "Production Management" level access in order to add successive measurement data if conducted, and to print anthropometric measurement data records and compatibility assessment reports for aeronautical designation commission selection eligibility, and if accepted, managing training pipeline selection and aircraft assignments. Production Team access provides decision makers with more information, such as specific aircraft restriction dimensions and quantifies the amount by which the criteria were not achieved.
  1. NAACA is a database:
    It stores subject biographical and anthropometric dimension measurements. Aggregate data pulls for statistical research may be conducted by the program manager.
  2. NAACA Assesses Compatibility:
    Once data is entered, the subject's can be evaluated for determination of potential cockpit compatibility. Type/Model/Series Aircraft restrictions are determined for each critical dimension, and for training pipeline(s) to fleet aircraft restrictions. Additionally, subject's body weight is determined below or above certified or qualified safe weight ranges for aircraft seats and/or escape systems. Aviators shall not be assigned or allowed to fly in an aircrew seat for which a restriction exists (OPNAVINST 3710.37 series).
  3. NAACA Screens Aviation Applicants:
    Service specific aeronautical designation criteria are screened. Minimally, applicant height is determined for eligibility; weight is also screened. Some other dimensions are screened as an additional check for another service entry and participation in Naval Aviation. Naval Aviation requires a minimum of 2 training pipelines to fleet aircraft eligibility (OPNAVINST 3710.37 series), which is also screened. Alternate compatible pipeline and/or aircraft are determined for informed decision making at the accession point.

NAACA is based upon known specific aircraft crewmember station dimensions per NAVAIRINST 3710.9 series. Not all aircraft and not all crewmember stations have determined restrictions. But NAVAIRSYSCOM anthropometric restrictions are scientifically based and validated, as well as operationally verified predictive tools to improve human-systems-integration for optimal aircraft operation and reduce potential mishaps and injury.

In 2001 Naval Aviation Schools Command, Pensacola, FL developed and deployed an online anthropometric cockpit compatibility evaluation program in 2001. It was to provide an automated anthropometric evaluation capability in an effort to make the process determining anthropometric compatibility more efficient, for both prescreening aviation applicants and aeronautically designated (commissioned) personnel before, during, or post flight training, as well as fleet returnees to flight instruction, transition to new aircraft, transition to/from NFO/Pilot//Pilot/NFO, Joint service exchange duty, contract, civilian, government service, etc, flight crew. Originally, the program was known as Naval Anthropometric Cockpit Evaluation System (NACES). NACES was based on Commander Naval Air Systems Command determined anthropometric restrictions (NAVAIRINST 3710.9B then .9C). More aircraft restrictions have determined and published in NAVAIRINST 3710.9D. Anthro NACES was not a true database, was not organically supported by information systems/information technology resources, and was not easily updated. Additionally, anthropometric NACES was confused with the SJU-17 ejection seat NACES, Naval Aviation Common Escape System.
During the realignment of NAVAVSCOLSCOM under CNATT/NMPD/NETC, and the transition of NITRAS/STASS to CeTARS, NETPDTC included a NACES to NAACA transition, with IS/IT sustainable upgrades and updates.
